Grouping Guidelines
1. The parameters as given below shall be considered for grouping of Cable Trunking and Ducting Systems (CT/DS) for Electrical Installations - intended for mounting on walls or ceilings as per IS 14927 (Part 2):2001 for GoL/CSoL:
i. Material – Metal / Insulating Material / Composite Material
ii. Mechanical Properties (Grade of Mechanical Stress) – Very Light / Light / Medium / Heavy / Very Heavy
iii. Electrical Characteristics – With or without Electrical Continuity/ With or without Electrical Insulating Characteristics
iv. Cover Retention of the System – Access Cover removable without Tools / Access Cover Removable with Tools
2. Considering the above, one sample of CT/DS with highest size from each Material, Grade of Mechanical Stress, Electrical Characteristics and Cover Retention of the System shall be tested to cover all the sizes of that variety tested.
3. However, if CT/DS with Electrical Continuity Characteristics is tested, CT/DS without Electrical Continuity Characteristics may also be covered. Similarly if CT/DS with Electrical Insulating Characteristics is tested, CT/DS without Electrical Insulating characteristics may also be covered.

Grouping Guidelines 1. IS 6003 : 2010 covers Indented wire for pre-stressed concrete as details given below: a) Nominal Size – 8.00 , 7.00, 5.00, 4.00, 3.00 and 2.50 mm b) Geometrical characteristics - Elliptical indentation, Round indentation (Also, any other type of indentation as agreed between the manufacturer and purchaser) 2. QUALITY ASSURANCE PLAN 1.1 It is expected that manufacturers (licensees/applicants) will implement a Quality Assurance Plan i.e. a plan of regular testing and in-process controls, designed to ensure that the product bearing the Standard Mark conforms to all requirements of the Indian Standard. 1.2 The manufacturers shall define a Quality Assurance Plan defining the control unit (i.e. lot/batch etc.) and the levels of control (i.e. the frequency and number of samples for conducting the different tests as per the Indian Standard) and submit the same to BIS Branch Office for information. The manufacturer shall comply with the same and maintain test records in accordance with para 2.4.

Grouping Guidelines 1. The parameters as given below shall be considered for grouping of Water Meter (Domestic Type) as per IS 779 : 1994 for GoL/CSoL: a) Class – Class A and Class B b) Jet of Meter – Single Jet / Multi jet c) Type - Semi positive(piston type)/Inferential (turbine type) including magnetic type d) Type of Dial – Wet Dial / Dry Dial type e) Nominal Sizes - 15 mm, 20 mm, 25 mm, 40 mm and 50mm 2. Considering the above, grouping guidelines as given below shall be followed: a) Water Meter having minimum nominal size and maximum nominal size from each Class shall be tested to cover Water Meters of all nominal sizes in that range. b) However, if class B water meter tested, class A water meter may also be covered. c) Water Meter with each Type of jet (single jet/multi jet), Type [Semi positive (piston type)/ Inferential (turbine type) including magnetic type] and Type of Dial (wet/dry dial) shall be tested separately to cover that variety of water meter in the scope of licence.

1. In case a manufacturers is already having a valid licence for ceiling fans as per IS 374 : 2019, then for those varieties which are in the scope of licence, the requirements for IS 302-2-80 : 2017 shall be deemed to be complied. Further, the manufacturer shall not be required to take separate licence as per IS 302-2-80 : 2017 for these varieties. 2. For other types of fans, i.e. Duct fans; Partition fans; Pedestal fans; Table fans; other fans, manufacturer has to get BIS licence as per IS 302-2-80 : 2017.

Grouping Guidelines 1. “Endless V- Belts for Industrial Purposes – Fire Resistant And Antistatic V-Belts” as per IS 2494 (Part 2):1993 are classified based on the following:

 Type: Fire resistant anti-static V-Belt/ Anti-static V-Belt
 Cross Section: Z, A, B, C, D, E
 Pitch Length: As per Table 3A and Table 3B of IS 2494-1 Belts with length other than given in Table 3A and Table 3B may be supplied as agreed to between the purchaser and the supplier. For such belts, the nominal pitch length shall be declared by the manufacturer.
2. For considering GoL/CSoL, Endless V- Belt of lowest and highest pitch length from each Cross Section for each type of V-Belt shall be tested for all requirements to cover the complete range of sizes of the particular cross section and type tested. In addition to the sizes drawn for independent testing as per above guidelines, factory test report of all other sizes intended to be covered in scope shall also be submitted

Grouping guidelines
1. Following aspects of the product shall be taken into consideration for grouping of different varieties of ‘Boxes and Enclosures for Accessories for household and similar fixed electrical installations’ as per IS 14772: 2020 for GOL/CSoL:
i. Nature of the Material (Insulating/ Metallic/ Composite/ Natural or synthetic rubber or a mixture of both)
ii. Type of installation a. Flush, Semi-flush in Solid Walls, Ceilings or Floors (Not suitable for installation into concrete/ Suitable for installation into concrete with a maximum temperature during the casting Process of +60 °C/ Suitable for installation into concrete with a maximum temperature during the casting process of +90 °C) b. Flush or Semi-flush in Hollow Walls, Hollow Ceilings, Hollow Floors or Furniture (Class Ha / Class Hb) c. Surface Mounting on Walls, Ceilings, Floors or Furniture
iii. Type of inlet (outlet) a. With inlet for Sheathed Cables for Fixed Installations b. With inlet for Flexible Cables c. With inlet for Plain or corrugated Conduits d. With inlet for Threaded Conduits e. With Inlets for Other Types of Conductors/Cables or Conduits f. With Spouts (hub)

Grouping Guidelines
1. The following aspects of pressure sensitive adhesive insulating tape shall be taken into consideration for grouping of different varieties of tapes for the purpose of GoL/ CSoL: a. Declared thickness b. Type/ Designation c. Flammability- Flame retardant (FR) and Flammable
2. Tapes of each thickness, Type/ Designation and Flammability shall be tested.
3. The Firm shall declare the varieties of pressure sensitive adhesive insulating tape intended to be covered in the Licence. The Scope of Licence may be restricted based on the manufacturing and testing capabilities of the manufacturer.
4. During the operation of the Licence, BO shall ensure that all the varieties covered in the Licence are tested in rotation to the extent possible

Note: However, during surveillance inspection (of 3 days), complete factory testing shall be carried out, for which visit charges for 2nd and 3rd day shall be realized from licensee as per the prevailing rate of special inspection charges. No factory sample shall be drawn during surveillance inspection. Two Market samples shall be drawn during an operative year for which testing charges shall be borne by BIS.

PNEUMATIC TYRES FOR TWO AND THREE WHEELED MOTORCYCLES, QUADRICYCLES AND ERICKSHAW/E-CARTS 

Grouping guidelines:- Each type of Tyre as per the approved Family of Tyres according to Clause 6.2.5.2 of IS 15627:2022 shall be tested for GoL/CSoL. If a Tubeless Tyre version is approved, Tube version for the same Tyre Designation may also be covered in the Scope of Licence based on the Manufacturing/Testing capabilities of the Manufacturer.

For MSME manufacturers, the requirement of maintaining a laboratory/in-house testing facility for routine tests (indicated as “R” in Column 2 of Table 1) is also optional. 2.2.1 MSME manufacturers may utilize common cluster based facilities as per guidelines for the utilization of cluster based test facilities by MSMEs or the provisions of Sharing of testing facilities or get testing done from BIS recognized/empaneled laboratory or any other laboratory having valid NABL accreditation as per IS/ISO/IEC 17025

Grouping Guidelines
1. For the purpose of GoL/CSoL, Retro-Reflective Devices as per IS/ISO 6742-2:2015 are categorized based on Product Type and Color as given below:
a) Reflector
 Conventional Reflector
 Front (White, Yellow, Red)
 Side (White, Yellow, Red)
 Rear (White, Yellow, Red)
 Wide Angle Reflector
 Front (White, Yellow, Red)
 Side (White, Yellow, Red)
 Rear (White, Yellow, Red)
 Pedal Reflector (Yellow)
 High Value Reflector (Red)
b) Retro-reflective Tyres (White, White/Yellow)
c) Retro-reflective Spokes (White) d) Retro-reflective Spoke Cases (White)
2. a) Samples of each product type (Reflector, Retro-reflective Tyres, Retro-reflective Spokes, Retro-reflective Spoke Cases) shall be tested to cover that particular variety of Retro-Reflective Device.
b) For Reflector, samples of Conventional Reflector/ Wide Angle Reflector/ Pedal Reflector/ High Value Reflector shall be tested separately.
c) For Conventional Reflector/ Wide Angle Reflector, samples of each color for any location (Front, Side, Rear) shall be tested separately to cover that particular color for all locations.
d) For Retro-reflective Tyres, samples of each color (White, White/Yellow) shall be tested separately.
3. The Firm shall declare the varieties of Retro-Reflective Devices intended to be covered in the Licence. The Scope of Licence may be restricted based on the Manufacturing and Testing capabilities of the Manufacturer.
4. During the operation of the Licence, BO shall ensure that all the varieties covered in the Licence are tested in rotation, to the extent possible.

Note: In India, Photometric requirements as per Group A only are applicable. Hence, samples shall be tested accordingly and licence shall be granted for Group A only.

GROUPING GUIDELINES

The following grouping guidelines shall be followed for Grant of Licence/Change in scope of licence for Transparent Float Glass as per IS 14900:2018:
i) For covering all thicknesses in a range within the scope of licence, a sample of the highest and lowest thicknesses may be drawn for testing.
ii) Licence may be granted or change in scope may be allowed for covering all the thicknesses within the range if the samples are found passing in testing.
iii) However, it shall be ensured that the firm is having all the necessary manufacturing and testing facilities for the manufacture and testing of the varieties to be included in the licence.
iv) For covering optional requirement (bloom) in the scope, sample shall be tested for this requirement as well.
v) During the operation of the licence, samples of all varieties shall be drawn by rotation.

Grouping Guidelines

1. The parameters as given below shall be considered for grouping of Cycle Rubber Tubes as per IS 2415:2015 for GOL/Inclusion: Class of Tubes- Class A or Class B or Class C or Class D
2. The Firm shall declare the Class of various tubes they intend to cover in the Licence.
3. Tubes with different sizes shall be considered as one group, provided the Class remains the same. Any one Size from each Class shall be tested for covering all the sizes of tubes in that group.
4. The Scope of Licence may be restricted based on the Manufacturing and Testing capabilities of the Manufacturer. 5. During the operation of the Licence, BO shall ensure that all the types and sizes covered in the Licence are tested in rotation, to the extent possible.

As the licence is operated on Factory Testing basis, complete testing of a sample shall be done in factory. (two mandays are required for complete testing of product as per IS 7620 (Part 2) : 1986 and three mandays are required for complete testing of product as per IS 7620 (Part 1) : 1986)

Licence is granted to use Standard Mark as per IS 7620 (Part 2): 1986 with the following scope: “Stationary/Mobile Medical electrical equipment- Diagnostic X-ray machine type, frequency generator, for rated line voltage V, frequency Hz, phase, current A, Rated Peak Output Voltage kVp, output power W, Class of Timer ” Other relevant aspects may also be mentioned in the scope

NOTE 1 - IS 7620 (Part 1) : 1986 covers the General and Safety requirement of the product ‘Diagnostic Xray machine’, whereas the IS 7620 (Part 2) : 1986 covers the performance requirement of the product. Further, the IS 7620 (Part 1) : 1986 is mandatory under the AERB’s QCO dated October 1994.

NOTE 2 - Grant of licence as per IS 7620 (Part 2) : 1986 to be considered only when the applicant is already having an operative licence as per IS 7620 (Part 1) : 1986 or has applied for grant of licence as per IS 7620 (Part 1) : 1986 as well. In such a scenario, the compliance to both the Indian Standards IS 7620 (Part1 ): 1986 and IS 7620 (Part 2) : 1986 to be established for considering grant of licence.

This standard deals with the safety of electrical appliances for household and similar purposes, their rated voltage being not more than 250 V for singlephase appliances and 415 V for other appliances.
Appliances not intended for normal household use but which nevertheless may be a source of danger to the public, such as appliances intended to be used by laymen in shops, in light industry and on farms, are within the scope of this standard.
NOTE — Examples of such appliances axe catering equipment, cleaning appliances for industrial and commercial use, and appliances for hairdressers.
As far as is practicable, this standard deals with the common hazards presented by appliances that are encountered by all persons in and around the home. However, in general, it does not take into account:
a) the use of appliances by young children or infirm persons without supervision; and
b) playing with the appliance by young children.

This standard deals with the safety of electrical appliances for household and similar purposes, their rated voltage being not more than 250 V for singlephase appliances and 415 V for other appliances.
Appliances not intended for normal household use but which nevertheless may be a source of danger to the public, such as appliances intended to be used by laymen in shops, in light industry and on farms, are within the scope of this standard.
NOTE — Examples of such appliances axe catering equipment, cleaning appliances for industrial and commercial use, and appliances for hairdressers.
As far as is practicable, this standard deals with the common hazards presented by appliances that are encountered by all persons in and around the home. However, in general, it does not take into account:
a) the use of appliances by young children or infirm persons without supervision; and
b) playing with the appliance by young children.

Raw Material and Components used in the product shall be tested as per relevant Indian Standard, wherever applicable. In case, the raw material / component is notified under mandatory BIS certification, the raw material/ component shall bear the BIS Standard Mark under a valid licence. E.g. Plugs: as per IS 1293, Cables: as per IS 694/ IS 9968 (Part 1), Switches as per IS 3854, etc
